This accelerated, three-part intensive is designed to equip emerging leaders and mid-managers with the strategic oversight necessary to navigate Ontario’s dynamic workforce development landscape. The curriculum traces the historical evolution of the labor market and provides a deep-dive into the Integrated Employment Services (IES) model and the resulting transformation of Ontario’s delivery systems. Participants will go beyond day-to-day operations to examine the world of employment services through the mechanics of public affairs, governance, and regional advocacy. By bridging the gap between policy intent and community impact, leaders will gain the tools to manage capacity and drive innovation within a complex, multi-level government framework.

 Learning Outcomes:

  • Assess how Pan-Canadian employment service models inform Ontario’s workforce system design and reform.
  • Evaluate the operational and strategic impacts of the IES model on organizations, regions, and communities.
  • Apply a leadership lens to government relations and public affairs to navigate and influence workforce policy environments.
